As I've said, the Heroine is evil. She's a member of a cult and they plan to bring their goddess, which will result to the death of many people. Penelope is the mage that tries to warn the King, but she was cursed so no one will believe her and will think that she's evil. All the love interests also got brainwashed, (which probably explains the 30 love level). Then Penelope died, from what I understood, and no one believed her.
Vinter woke up from the trance and regretted everything he did for the heroine. Then he decided to use his magic to turn back the time. This saved Penelope's soul, and she was transmigrated to Korea.

To be honest, he was first intrigued with her. It was like a slow, gradual interest that got deeper and deeper every time they meet. But I think it all began when she saved him from dying...? There was this moment on the novel where they were in a hunting contest and got separated from the others. It's actually quite complicated and long. But to put it simply, the prince was stabbed with a poison dagger because assassins were after the prince. And then she somehow protected and brought him back using a teleportation map. When he woke up, Penelope's been arrested for accusation of trying to harm him and got to trial, but she won. They meet again and he thanked her and asks what she wants in return. Penelope answered that the prince promise to not kill her and not to be angry because Penelope said that they were lovers, or ex-lovers, to somehow give reason to why they were together, so she could win the trial. He didn't get angry but rather got amused by it.

Penelope mentioned in the novel that the real daughter was easily able to increase the two brother's interest bar as it was brotherly love. But the goal of the otome is they'll end up with the person who reaches 100% so pretty much kinda incest, if it's not just brotherly love afterall.
