A notary is an individual who witnesses and/or signs on a legal document to verify that it is valid and no coercion was involved. Most notaries are associated with the government in the real world, but in a world with a powerful temple/religious organization it would make sense to have the temple verify/witness the signing of the contract.
I googled and it means something like get the approval of the temple. Like ig get their approval for whatever the contract says??
