For me, I don't need to move on from it, Midoriya does. And I think he is. I think he gets where the bullying came from, and that it's different from where the current animosity comes from (which he found out back in chapter 118). Let's be real, Midoriya isn't expecting a Kacchan apology, so neither am I, saving his life is Kacchan's way of atoning.
