They are using sign language,it's just the author not showing it in full depth but their hand are definitely not still. Also when they use sign language,they are using "...." in speech bubbles

All stories were good though some of the speech bubbles were cropped really poorly. The one story that bothers me though was about a baby - did the authors imply that abortion is murder or what? Cuz if thats the case it does ruin an impression of manga a bit...
