Reading lips is a thing yaknow, shes either signing or mouthing the words at him and he is doing the same
They are using sign language,it's just the author not showing it in full depth but their hand are definitely not still.
Also when they use sign language,they are using "...." in speech bubbles

There's a real history of referring to Queens with male pronouns, in particular if they ruled in their own right. Notably Queen Elizabeth I was occasionally referred to as "his majesty" (although rarely)
It also could just be a mistranslated, Korean is generally more neutral / less gendered than English, so translators have to figure out from context clues whether masculine or feminine pronouns are more appropriate

All stories were good though some of the speech bubbles were cropped really poorly. The one story that bothers me though was about a baby - did the authors imply that abortion is murder or what? Cuz if thats the case it does ruin an impression of manga a bit...
