I mean, those ARE subtypes of OCD...Maybe there's something I'm missing from what you said but I think there is reasonable logic behind the conclusion that those are OCD. OCD comes in many different forms.

Carrot (One Piece) She adds nothing to the plot and could easily be replaced by almost any other side character in the whole show. Fucking Enel/Eneru would be less annoying than her.
