Helm has always been too afraid of his brother to go against him, and I’m guessing he expected that to be the case this time as well.
He explained it in chapter 34. He thought Helm would be too kind to expose the truth because if he does tell the Arkians that outsiders aren't human, they would be more likely to slaughter them. That's why he assumed Helm would just give up.
