Phineas was telling Pereshati that they were going to investigate the Princess’ villa and then we see him in the village near that villa investigating a body that appeared in one of the lakes. It was starved, wounded, and appeared to have drowned itself. Remember the kids talking about another prisoner that never made it back after trying to escape through the waterway? It’s probably that one. If it had a shackle and nobody’s seen them before then Phineas was probably deducing that they probably weren’t thrown into the lake but rather appeared from within it.
