Well... we will have the answer in the next chapter for sure. However, it would be best in this case to just recognize her as his own daughter. On top of that, she and Lucas look quiet alike. I think they actually are siblings which mean that lucas too is the son of Johannes. If it's the case, it means that he is the rightfull heir of the duckdom.
Because he would be the firs born child. (He called Shuli "little sister" and not "big sister".
