So I've read the novel and it actually was never said that he has a blurry face, but lots of us reader assumed he's "blurred" or "censored" probably because of the 4th wall skill.
The truth is, his face is an ordinary face - not ugly, not handsome - just very very ordinary. That's why everyone said it's easy to forget.
The "ugly" part was actually because

When HSY wrote the novel about KDC and KDJ as the protagonist... She kinda wrote in he's ugly just to mess with him.
So all those comments about him being the Ugliest King was her future self's fault!
