It's either Kyle or some random dude. My theory is but Sean probably started being a surrogate so he can pay for the medical bills Jake caused by crashing into them. He probably kept Emily to replace the baby he lost because of Jake, and because Emily is a very sick child and need constant medical treatment he got mixed up with loan sharks out of desperation and then continued to work as a surrogate to try to keep up with this repayment plan.
