Netcomics has posted on their site they will be closing down at the end of the year and anyone who had coins should use them now before the closure. No one at the time knows why they are closing down, as the site hasn't given any further information.
Can only hope someone will pick up the translation or another site chooses to pick up the license.

If you're from the Philippines, then I can explain why you're having a problem. People with PLDT or Globe as their wifi providers are currently having problems accessing this site. My theory is that this site has been blocked by the said internet providers as they have been actively blocking 'malicious' and 'illegal' sites these past few years.
Fortunately, you can still use mobile data or use pocket wifi (like what I'm doing) to access the site.
Though I don't really recommend it, you can also use VPN to solve your problem if mobile data is not that good in your area.
