I think you've got it backwards, the second princes is the asshole and the first prince is the only good one. He's the one that tried to stop the whole execution situation and actually thought of listening to her (not that he's great because he's the one that initially changed her for her sister but well)

I mean, if I remember correctly, he didn't know she would be sent to be the dragon's bride by her own family. Since it was something asked by her own family he must have thought that she loved someone else or that there was a good reason. At least that's how I took it. Anyways he never knew her properly and only wanted the connection to her family, so for me he's not evil, just indifferent. Later, it seems like he regrets it (both for the switch and her fate) and he seems to have the country's interests at heart.

I was not talking about the dragon's bride ending, but the "it's shamefull for a lady to have her engament broken" part. Even if he didn't care and treated the wedding as a contract between the two families, couldn't he at least talk it out with his fiancee and tell her himself instead of let her know by a letter adressed the Duke? He should have made it clear that she was not at fault for this matter in order to ease the backclash a little. Also, he is a Prince. The very least he should have done was to investigate to know what the Duke's family was up to and how his new fiancee would be like before accepting such an enormous request. What happened is clearly on him. The weeding might have be a transaction to get the Duke's help, but his fiancee is going to be a ruler. He needed to make sure that she would be up to the task. He screwed up.

No, you're right about the ruler part. Even I thought his excuses "I thought she would be the same as her sister" were flimsy.
But the Duke family is her own blood family, so normally he would have expected her family to tell her themselves first or maybe he thought she was the one to make the decision. But it's true he messed up, not denying that. I just think he's not evil, just stupid or misguided.
