I mean the scene seems kinda odd... if he really intended to bite him that would've been awful for Kairi. I know it's his mark but he doesn't know that yet. From his point of view kairi is in love with someone else
in general I don't agree with the seme's actions this chapter. however, I think he really just wanted to talk with Kairi. taking him to his apartment was a bad choice though, because in his state of mind filled with jealousy, of course it's inevitable that he did that, especially when he saw that Kairi was already marked by an alpha (which we know is him, but he doesn't know it, so if you think about it this was really an asshole move) you can see how filled with emotions he is when Kairi starts talking about the guy he loves, and says that he still loves him. so it's just how I interpret it, but I don't think Haruomi really intended to do what he did beforehand, it just happened because of the emotions welling inside him (this doesn't excuse what he did, but well, it's fiction, we know they love each other, and it doesn't appear to be actually non-consensual)

It's necessary for the next chapter although it may seem awful but it's important
Wait a second, did he intend to bite him if he hadn't been marked before?

The omega uke has to be in heat so he can do that and form a bond
i feel like he was just checking, but I don't know for sure

I know. What I was trying to explain was the seme's intentions.
