It's because he doesn't believe he'll get a reply, so he's in denial. the situation instead of:
[My phone was on the whole time, and there was no reply after restless waiting :'(]
it becomes:
[Of course my phone wouldn't make any notifications, it's turned off!]
he is not waiting for the reply rather he didnt wanna think much about it and waste time looking at the phone
