They are probably confused by the term “groomer” and what grooming actually is. Grooming is raising a young person and building relationship, trust, and bond with the intention of exploiting, manipulating, and using them for their personal desires. Cliff clearly doesn’t have ill intentions.

If Cliff had intentions to become his lover once Leon is an adult while he was still a kid then yes, it would be grooming but it doesn't look like Cliff had these intentions. Even if he ends up falling in love later it would still not be grooming because he didn't have any ill intentions when Leon was a kid, he just wanted to save him and protect him.
