It is Phillipa, I think she either got reincarnated back into a human (40% sure), or regenerated her body back to good health after she was stabbed but held off a long time to meet Colins because she needed time to properly heal for her mental health and used a human appearance to meet him without anybody recognizing she was the demon Lord (I'm betting on this one 90%). So I feel like she's still a witch since she won't die that easily. I mean she managed to survive after a stabbing from Colins in the first chapter so I'm sure that's her
