They said in earlier chapters that everyone thought she hated the Bam family because the MC's dad wasn't there to protect the emperor when he died, which implied that the empress cared about the emperor. Clearly that was NOT the case, and they obviously had a very bad relationship and everyone knew it, so why did anyone ever think that was the reason why the empress hated the Bam family? It doesn't make sense.

Yeah which is the point. With it being so public, the fault wouldn't be connected to the agency. It would be another different scandal altogether with the hospital being the main issue. Just bribe some staff enough or even a board member who might be connected to the main scandal and you got yourself a clean break.
THAT would be an entirely different story tho.
