definitely, her dad gave him a weapok despite it not being permitted and also told her to endure it and the prince was truly honestly panicked when she stabbed herself. and honestly in his actions, you can see he's just super oblivious to how to show love and really clumsy with his affection although it doesn't make it okay that he mostly neglected her, but his post in society must've been really hard because of the shitty emperor (or king? idk)
