He doesn't deserve anything just because you had a terrible past doesn't justify your wrong doings. What's wrong is wrong, just because you suffered something doesn't mean you have to make innocent people suffer the same thing. Let's just say the emperor is shit and doesn't deserve forgiveness will that's my take for it and if the person involved choose to forgive such a piece of shit of a dragon then will shit i guess you have been forgiven but for me your still shit. The white dragon our FL became the daughter of the person that killed her but she learned to love and forgive them. But not the emperor red dragon shit he didn't try to understand shit and went on a killing spree he didn't care if it's wrong or right and boom he got punished and wanting death but can't die now desperate and went to do more wrong just to die and now he see his actions were bad he still didn't do jack shit about it his the same piece of shity dragon his forcing her to forgive him and something like that is not someone that i would forgive in my eyes. Now im just ranting and letting out my frustrations with this kinds of characters from all the shit I've read like the other one (On The Emperors Lap) the emperor on this story is just the same with this story.
