So, I just realized that Annette is actually the kind of person Weiner thought she was. He just never gave her the chance to show it.
He wanted her to weep tears of sorrow over the fallen soldiers and their situation, but didn't give her any of the context. She reacted how any person would who had zero information or connection to what happened would.
She showed what Weiner wanted from her when that lady (I can't for the life of me remember her name) came to visit her after she got shot. When she was told the truth about the situation and had an small idea of what her father had done, even just a little bit, she wept for them.
How do you think she would react if she were to find out about the camp? The torture they went through. Her father's ideology about class and use. To truly know the extent of her father's crimes and why the rebellion was needed and not just the result of a dissatisfied population tired of their differences.
