This is literally the conversation between the girl twin and the second prince (the guy with the brown hair who finds the twins when they were staring at the palace) Chapter 7 I believe.
After the prince sees the scars:
Prince: “Can you tell me who did this?”
Twins: “...”
Prince: “I beg of you.”
Girl twin: “...Rurahel’s servants did this”
Girl twin again: “Our scars...did you/royal family (explanation after dialogue) really not know about us?”
Prince (I wanted to kill him right here): “I/we knew. I/we just had no interest over it.”
Explanation: when the girl twin asks if people were aware about them, she uses the pronoun us only. Cuz in Korean, we don’t necessarily hv to write pronouns. She only uses the pronoun us and could be referring to either the prince or the royal family. Same thing for the prince. He only states that people were aware but we cannot be too sure if he means himself or the royal family. But in this case, I believe it’s the royal family due to the circumstance.
.....srsly? The f— royal family just left them to be abused because they didn’t care about it?! I don’t give a f-ck if there was a contract or not! And NOW you start to take interest and treat them well? It’s too fricking late for that! Later on, it even mentions that although their guardian couldn’t save them even though he wanted to, the emperor could have. He just didn’t. And should I also tell you why the royal family didn’t bother to care? Because they thought that the twins would have already died because of that guy (nothing more is mentioned about him yet). But that is no excuse for anything.
The royal family treats the twins as naive kids who forgets anything bad that has happened to them, and expects them to forgive. I guess that would probably be the normal for an average 5 year old kid, but they srsly shouldn’t expect forgiveness. Also, the maids/servants and nobles treat the twins like shit. They even say that it would have been better if they just died...TO THEIR FRICKING FACE. There is absolutely no one in the world who wouldn’t get hurt over those words...especially to just kids no less.

OH MY F GOODNESS! I already expect they will use "we didn't expect she will do something like that" excuse. I expect that but I deeply hope they will give a better reason but what the-- HOW CAN YOU NOT EXPECT THAT FROM A SHREWD WOMAN LIKE HER??!! I’m not saying this to be mean or critical...these are just my opinions. I like the fact that’s she’s trying to dispel all the corruption, but in my view, that’s impossible. It is a very idealistic way of thinking. Realistically, corruption is very hard to stop and you can never get rid of it. Still, I really enjoy the story and am thankful that the translators are translating this!

Agreed. Realistically speaking, it's hard to gain back anything from a large-scale corrupted setting. It can take at least years or decades in order to build back the things that corruption stripped away from the people.
But since it's all just fiction, let's just enjoy this instant ending of corruption in one swift whip.
