I think that she knows the noble would have pressed on either her to become queen anyway, or would choose another person that might be worse when dealing with the heroine. Plus, if she is married to the emperor as a concubine, she just has to produce an heir and then she can live in peace. If she hadn't she would be percecuted to marry another man, sent dozens of present and if she was to fall in love, might have her lover killed by another noble so she would be available. This does not pose a problem as the emperor is a strong and well protected man.
Not sure, but life of a queen sounds good to me tho. I mean owning hundreds of gowns, living in a castle, enjoying tea while I fertilize my garden with hoes who don't know respect xD kidding well if I would be given a chance to choose between as a noble's daugther or a queen...meh I'll take my chances as a queen (⌒▽⌒)
