From my understanding all the vampires can control their blood in a physical form; Lee Bin - Idea, Hwagok - the fists, Razel - scary monster things
I think they are each unique and what made Idea special is possibly that it is more powerful, has it's own consciousness, or something along those lines, which is why Idea was made to seem like a big deal (it might not even be that all vampires have this but that only the decedents of that other dude who was their vampire "father")
What I think is up with the jewels is that Razel found some way to store vampires' minds or abilities separate from their physical bodies, inside the gems, making them unable to heal and permanently being in that vegetative sleep vampires go into when severely injured or lacking in blood (I even wonder if Razel's blood manifestation is what does this, by "eating" the vampires - I also hope they will dive more into this)
As for Razel being like Gok, he is saying that, like Gok, he is a lycan that got turned into a vampire. If you remember, the drug that was used on Gok had nothing to do with him becoming a vampire and was used to make him more fertile in order to have a child with a vampire, he became a vampire by getting a blood transfusion with vampire blood
