No I'm pretty sure Matthew was just trying to provoke the main couple, i remember him saying something along the lines of "it's because you're both being troublesome" he knew they liked each other but thought they needed a push. I mean if he didn't make a move on Ian it'd probably take them awhile to realize their feelings.
