I live in England, and most restaurants in my area dont take tips, same for most cafes and other food services. The only place that does take tips is a super fancy place, but with how expensive the place is i dont think they need it. Besides, the place should be paying the waiters themselves and not leaving it up to others.
It's not common here in Germany so no, I don't tip and neither does the majority or anyone else
