I could be wrong with this, but I don't think he assumed that Viesel would change. Rather, Grandpa wanted Viesel to cause enough destruction (in a limited/controlled environment where his power could be taken away at any moment) to prove that he had a chance to rise up to the occasion, but failed completely. This would then pave the way for Shannet to truly take over, without Viesel being able to come up with legitimate counter-arguments later on.

that's what i'm thinking too! i think he also took into consideration what the public will think bc ya know "men should lead" (i know most of them don't know everything that's happening within lombardi too) so they have to put viesel into the position for him to cause a scenario that even the other leaders would notice that something was wrong. therefore, putting shannet into the position won't cause any needless gossip since the leaders witnessed how viesel does his job first hand.
