They're just friends with benefits. They don't have a romantic relationship (yet). It's not like Hakdo takes advantage of Sangho's feelings (at least not right now). Sangho just wants to have sex with somebody. I don't think he cares a lot about why Hakdo has sex with him.
I personally don't think it's fucked up. It's no strings attached sex and they both want that. Their reasons for the sex (like trying to forget a crush) is irrelevant, because it wouldn't change the fact that all they want is still only sex with each other.

I really don't like the main character because I feel like he doesn't know what he wants.
Plus I can already feel the drama that's gonna happen with the MC and the president when he falls for the other guy and finds out what the president true intentions are, or what he is doing behind his back ┑(￣Д ￣)┍
