I believe so. Same hair color, even got perplexed upon hearing 'someone' went 'somewhere' from the bus driver himself. BUT, I'm also quite confused that 'he' is surprised with the statement despite from the first chapters we know that the letter given to Little A came from him (correct me if I'm mistaken).
