Mom made a deal with the demons so she could bear her lover (elemental spirit king)'s kid. They probably weren't able to have a child the regular way what with him being a spirit and her being a half-elf (interspecies sex usually doesn't work out well if the biological makeup is too different). Father mourned and visited the house again after 17 years to find the letter. I'm assuming he was too furious the first time and didnt look but this time he saw his lover's final wish and decided to bring their child back. I'm assuming he sent the kid to a different dimension since she doesn't know anything about the spirits or elves and her world looks more modern than the house her mother gave birth in. As for her breasts, I'm pretty sure it's just the shirt she's wearing and small discrepancies in the author's drawing style (simplifying it) and she also might not be wearing a bra anymore since she was originally only in her swimsuit when her father kidnapped her. She had an androgynous look earlier in the chapter too so maybe itll play off of that in the story. All in all, the dad's still a major dick. If you abandon your child for 17 years in another world and see that they're happy, you might as well just leave them there. No point in making them suffer after they've already healed from the pain
