i think its not wholly about incheol taking out his frustrations. i think he saw the way his life is crashing around here, seeing himself being kept out of his real life back in the city, and decided - fuck it, i gotta wrap this up, take that deal that mf suggested, fuck him, get him to sell the gym and then im home free. him hoping that pyeonghwa not open the door read to me more like dont let me make this deal.

the first half of the chapter clearly shows how much of the progress is paused just 'cause pyeonghwa is not selling his gym. they cant go ahead with other, more commercial sections which would be a boon to everyone concerned. and its causing big problems for incheol - for himself as well as his party. they are losing the foothold on the residents/businessowners there who voted for them.
i thnk it was pretty obvious his gf broke up with him? she said not to contact her again (twice tbh since she first asked for a break). we dont even see him send that text explaining himself. besides, hyori is already turned off from the relationship. its not like she's pining away for him. looks like she brought up marriage, and it seems thats already the dealbreaker since incheol is too busy with his job to consider it. that relationship is already dead. the only way it could be revived if he dropped everythin right now, went back into the city, quit his job, and begged her on his knees.
