Being a recessive or dominant is a gene thing... For example being blonde is a recessive trait and having jet black hair is a dominant one, a gene which appears to be stronger. Basically chowon look like a dominant because of his looks ( black eye pupils, black hair, tall) while hyesung is a recessive one ( having blonde hair, light colored eye pupils, and so on) just an example

That's why they said recessive omegas can't bear children because they are pretty delicate, but in hyesung's case.. well... Idk ¯_(ツ)_/¯
he was able to bear a child. Being a recessive and dominant may also have to do with how strong an omegas pheromones are but it wasn't explained exactly in the series how would you know if an omega is recessive or not. (Example the mother of dojin looks like a recessive but probably is a dominant)
