No ecchi means anything sexual put in something for fanservice. It usually has perverted main characters who fantasizes a lot.
Hentai means something with overtly sexual stuff and generally no plot. Basically hentai is more hard-core than ecchi.
This doesn't even feel like Shounen-ai to me. Honestly, if you just took out a few pictures, it would have just been a straight-up bromance. It just really didn't feel like there was any romantic tension at all.

Actually, it is shounen ai. It's a common misconception that shounen ai is always romance. Shounen ai just means close male relationships. "Gokuraku Café" even counts as shounen ai despite there is literally no love in it except for one, one-sided, unrequited crush. That being said, there was romance here. It just took a freakishly long time to actually get anywhere.
