I'm a BL convert but back when I was a big shoujo addict, these stood out:
- Last Game
- Skip Beat (I dropped it around 200 scenes in bc of a scene that made me a little uncomfortable, everyone else called it hot, but otherwise it's really good! The art's a little funky but the plot makes up for it)
- Akatsuki No Yona (really good plot and character development)
- Beauty Pop (doesn't focus on romance but you can kinda see it at the end, fl is really cool, she don't give af about the ml's dumb antics lol she a pro hair cutter)
Idk if these are shoujo but they're strong fl + romance manga I've been into in addition to BL and you should try them out!!
- Raise Wa Tanin Ga Li (not your typical romance, fl is super cool)
- Crimson Karma (not focused on romance but fl is capable ٩(๑❛ᴗ❛๑)۶)
