Does anyone know why they keep updating a "new chapter" when there is no new chapter? This is the 3 time this happens ヽ(`Д´)ﾉ

it's happen more than 3 times, but people are upset because the person who normally translates got sniped (a lot.) and people are removing them, tbh i could care less about this whole thing i just want chapter 38 lol

Hi guys! I am looking for a Manga I once read. I don't remember a lot of it so please bear with me. It's about a girl who can use magic and has sort of tattoo.
She is shunned by her village once she saves kids from a fire library with her magic. Magic she is not supposed to have.
only males can use magic. She has a brother who '' runs away" and say that she must take his place in a magic institution as a boy.
She then must take a test and it becomes clear she has a fated partner.
That's about it what I can remember.
