Sure talking would be good, but let's be realistic. What would've happened if he would've told the seme what happened? I bet the seme would've listened (maybe) then said that what his father said was wrong (without explaining anything) and in the end would've forced the uke to sleep with him again. The uke is not talking to anyone about it, because he has no one to trust in that family and he can't talk to the people he does trust, because the seme could and would destroy their lives with a snip of his fingers. I mean if there is a possibility that what the father said is true, no one would decide to talk about it with the seme, because he'd never admit it and would be alert and would pay more attention, to stop possible excapes. So in that way he is prioritizing the protection of his son
