That's because it was a themed collab. There are multiple stories under the collab. It's meant to be a short tale that circles the theme plot.

And a relationship between step siblings is pretty common and even romanctize lots of the time so audience is a pretty huge amount. I think it's the translation that made you feel like they were missing a chapter. I don't know; personally, I think the official translation isn't really good. Like what the other person said below you, the translation feels pretty awkward, with some words that don't fit in the dialogues. The unofficial translation (translated by a scan group) sometimes doesn't make sense either, but the unofficial one is way better than the official. I still had to read both the official and unofficial versions. Also, at the end of Chapter 15 in the official version, it doesn't end at that panel—there are more panels missing (and the missing panels in Chapter 15 aren't the uploader's fault because it's the same thing on the official platform).
