I said this before but The covers follow the physical manhwa (which I buy) and each book covers around 30 chapters. So my guess is that each cover corresponds to the previous season. The next person on the cover could probably be Ru-da (plays a big role in finding who’s behind it and evidence), Ju-in (his big personality reveal or his backstory that’s gonna come up), Ji-ho (You will find soon if you read the raws) or maybe even Yuri since she does leave an impact.
