Yeah, so I can't find anything backing this up. I'm going to have to search in Japanese on the Agency website, so it might take a while. If anyone who speaks Japanese wants to try, I encourage them. Point is, Japan's been saying this for a longass time. I'll admit, I feel guilty, but I barely have the cash to buy even one manga series
Only PR announcement in December is about a fiscal grant, so unless they announced it on TV or months ago and the website you linked is only JUST talking about it (and even then, I've seen nothing on other websites talking about any sort of 2 year jail sentence or fine; obviously you can be arrested for this, but I've seen no proposal of two years anywhere), I wouldn't worry just yet.

I assume not because the people who translate it are translating it illegally as well.
I just know I don't want to switch over to that site 1 because I like using mangago and 2. Because of how they went about promoting mangadex makes me think it's sucky and the web design could improve no offence.
