Lol.. ikr.. those who find Conan suspicious or take notice of him are always the good guys.. Like, Akai, Bourbon and other police officers.. Even the police chief whom Conan found suspicious at first was probably a good guy.. I don't know about Rumi-sensei tho..

Rumi is probably good, you know Ai has good NOSE for bad ones Wakita is suspicious too i think, he just hasn't made any move which annoys me. And the reason why bad guys wasn't suspicious of him until now is probably because they never got to see him in cases, he usually acts in the shadows, unseen by them when they're involved. But he really blew up everything in that school trip, even if they brushed it off as someone else who looks just the same the organization should and would investigate anyway logically
