In reality, Suguru wanted it each time but pretended to resist, making it look like Yoichi was the one pushing. There are other instances, like when Suguru blushes thinking about Yoichi stating without Suguru verbal consent that they will have sex next time, showing that Suguru's willing and desires intimacy just as much as Yoichi does. It seems like he's actually looking forward to it. Figuring out Suguru's personality, especially his ego issue, and grasping his perspective might be challenging, or perhaps it's not attempted due to the frustration stemming from the inconsistency between his words and actions.
