My thoughts is that, I agree that negligence from Duke is the cause from all this fiascos. Duke did care about Kiera but he biased towards Cossette. We can see that if he just 'natural' like what happens when both wives fighting, he will ignore and didn't take side. But instead, he took Cossette side. He did feel (a bit) sad from Kiera's execution but he just follow what majority wants.

He does, but he also keeps her from facing actual legal consequences for her actions. She could've been jailed multiple times for trespass and stalking and DJ never pressed charges because of his respect for her dad. At a certain point, the dad's also at fault for putting others in danger by enabling her to stay out of jail.

Yes he needs the sympathy but we cannot entirely seperate the Blame from him as well. Coz because of his actions like looking for the easiest way out of the situation it only resulted in a bigger issue. 2 people almost died because of her. If she was imprisoned in the first place it could've been avoided.
