I think initially she was trying to back out of everything but was thwarted when the ml presented the marriage certificate. I think the plot logical is that since the ml was a royal it would be treason to reject the marriage, forcing fl to accept the marriage. Also fl is still just in the stages of attempting to fall out of love with the ml, I mean this is her alleged love of who knows how many years. Having said that, I agree ml is an absolute idiot, who not only expresses how he feels in the worst possible but also has managed to neglect and completely miscomprehend his situation with his fiance. Making the plot fall into the classic ml sucks and fl ain't doing shit about it trope.
