Ig this is how Ian unhealthy (sex) coping mechanism started, after killing David Kim he needed a way to put himself in control (regarding sex), so he's the one asking first and it didn't necessarily have to be with tj, he was willing to find someone else, as long as Ian had a sense of control and CHOOSING who, I think that's all that mattered for him in that moment.
