If it's the hoodie that you're referring to then that would be because this is a fictional story that is not historically accurate. The setting was decided by the author and they created their own era
(I say Victorian because based off of the clothes, the story has surpassed the medieval era and is a hybrid of current and Victorian fashion. I mean just look at Kaira's pantsuit. Don't think about it too much because the story doesn't take place on not earth)
