In the novel, Ashler and the other commander (except the commander Kin who personally recommended Mataaz) really doubt the loyalty of Mataaz but, truthfully, Mataaz is really following what the majesty had demanded him to do. Mataaz is someone who fit the best in this position because his personality is really genuine as someone who could betray his majesty for money, etc so that's why this role was given to him.

I think it's the later.
We can see it as Mataaz following the order given to him by Karas thanks to his genuine character to have the ability to betray his majesty for greed or survival.
Karas is using this characteristic trait of Mataaz to proceed with his plan to deceive the King hearts (mostly Truyde) because you can't really suspect someone to deceive you if you're witnessing a genuine sense of betrayal towards his majesty for more power and wealth.

i dont know if its been said before already but i reread this and noticed that isaiah and grabiel both have only singular grey eyes and maybe adam did lose both his eyes so they both donated an eye to him; and i also noticed that the chip thingy (like those that contained adam's memories) were said to only be retrieved if the guide/esper died so adam did die???

i was wondering if anyone would mention this lol, I didn't even think abt them donating the eye to Adam, I thought Gabriel was the first stable esper and the eyes had something to do with that success
also, might want to reread again abt the whole Adam dying this, something got left hanging.. if you catch my drift..

If I've understood the chapter where they talk about chips correctly, it says that the memories are also accessible to the person to whom they belong, so I think that's why he can see them.
But I also thing that Adam died after loosing his eyesight and Eve relived him or something
