idk, maybe he wanted to play with her or wanted to keep her on his side? or maybe he actually likes her. even if none of them. he probably is developing feelings for her

I think that he's seen the results of the experiments (aka anya) and willingly the a surgery to acquire powers. But there were side effects like his behavior changing completely and being really depleted of emotions and empathy. HOWEVER there are some holes in this theory, for example, why wouldn't he kill/expose loid for being a spy? (that chapter that they meet while Damian wanted to talk to his dad) or saying that the dinner he had with his family was "enjoyable" even though the mom was completely out of it? In general if he has a power its not telepathy or its not as powerful as Anya's.
