Every significant piece of information we've received so far seems to be from him or someone who got it from him. Even his "daughter" is trash and is not to be trusted either. She is clearly entirely self-serving, everything about her screams 'betrayal at a critical moment'.

Guwon killed his family in front of him because they weren't going to be useful to the town. Did they use him as judge jury and executioner? Yes, but they're also terrified of him to the point their one rule is not to upset him in any way.
Do I feel bad that Guwon seems to have the mind of a child or seems to have lost his memory completely? Yes, but that doesn't mean he's allowed to murder people.
With this manga it can go either way, but for the author's sake, Baro better not be dead or somebody's getting shanked(╯°Д °)╯╧╧
