The thing with his looks is that he looks toxic (I love the character design and art style). So while I would love to believe that he isn't manipulative he's just a bit dumb, his looks and the last panels won't let me believe it. Also the world setting, people not remembering their own memories and the actual people who lived there not being around (they could've been murdered? I remember that a character said some of them still live there but we didn't see it) makes this very likely to be a psychological story. I don't believe anyone could stay sane in that environment.
