Based on how I understood it, Tatsumi didn't love Subaru in a romantic or sexual way when he was a child.
I really think it was a very platonic type of love, but Subaru grew up seeing Tatsumi in a romantic/sexual way, which is fine to me, I guess.
When Subaru came "home", he kissed Tatsumi, which confused him (Tatsumi). It was also shown that Tatsumi struggled a bit in changing his perspective of Subaru. After all, he only saw him as a nice companion during that timeline.
Now that Tatsumi saw Subaru all grown up, being lovey-dovey with him, he had to shift his perspective of him quite quickly. That piece of paper Subaru read about Tatsumi seeing him as a child is true, but it's not complete. I'm assuming the other part/s is something about Tatsumi transitioning his perspective.
So in conclusion, Tatsumi isn't a pedo. He only came to love Subaru in a romantic/sexual way when he saw him grown up. It's not like Tatsumi saw himself as Subaru's parent when Subaru was a child, so I think the transition was not too fast.
All of the statements above are just my perspective on how I understood the story and the characters. I can understand why you would think Tatsumi was kind of being a pedo, but it would be nice if we can see him in the same light. It's obviously also fine if you have your own take on it, but please try not to hate any of the characters.

I don't like how the seme treats the uke.
