I'm looking for a manga where vampires and humans coexist but they have a system where people can sell their blood to vampires. Mc is kinda like a police officer who stops vampires from drinking humans' blood illegally. Mc's blood tastes really bad so vampires can't drink his blood. There is a second vampire mc who likes to taste different blood like a gourmet or something and says he likes mc's blood.

So it's a bl manhwa. They were in high school and mc wrote about his feelings for ml on a sheet of paper. There was a writing contest. While mc was walking, the paper fell on the ground and ml saw it. He picked up the paper but he thought it was for the contest so he submitted it instead of returning it to mc. But the paper had no name so the teacher thought ml was the one who wrote it and he ended up winning the contest. At the award ceremony, he was told to read it aloud(?) and mc found out about it. Ml had a perfect image(?) so he could not tell the truth and their relationship was ruined.

No not really bc The main lead we get more of his POV and we get more moments together with the female lead just cause the second male lead wins that doesn’t make the second male lead automatically the first choice Also, second male leads are usually always introduced later like on pure operation love if dowan wins that doesn’t make him the first choice or the male lead
There are times when authors edges us with a guy who's supposedly the "male lead" only for MC to end up with another guy who had less screen time and was considered the second lead. Even if the MC ends up with him he was still second choice and there was another before him so yea OP is correct
So fl has red coloured hair and can see ghosts. Her family think she has a mental illness that makes her hallucinate. One day, she had a dream about a blonde haired guy murdering a girl and when she wakes up, she sees the ghost of the girl in her room. She thinks she's hallucinating again but in the newspaper, there is a picture of a girl who is missing and she looks exactly the same as the ghost.
